LEAD: The Kaiser Aluminum and Chemical Corporation said that it had completed its reorganization into a holding company called Kaisertech Ltd., with its largest stockholder, the British investor Alan Clore, as chairman. Holders of Kaiser Aluminum stock automatically have become holders of the new company, and Kaiser Aluminum will continue as the operating company with current management in place.

LEAD: Texas Partners, an investment group with ties to the wealthy Bass family of Fort Worth, has purchased a 5.4 percent stake in the Wilson Foods Corporation. In a filing with the Securities and Exchange Commission, the group said that it had bought the shares of the Oklahoma City-based meatpacker for investment purposes only.
